In order to fulfill its mission and vision CATUCA has a working plan which is essentially divided into four areas:

RESCUE OF HISTORICAL PATRIMONY - Cultural-environmental
In this area, steps necessary for the strengthening of cultural and environmental aspects are undertaken.
A few examples: The process of labeling places of interest in the county is currently under way. Morazán de Atenas is of interest because it was the place where Francisco Morazán spent a night and for whom the attractive place is named.
The path of the old oxcarts is being traced.
The place where President Prospero Fernández died is another point of interest.
The tradition of 'sesteo' (resting) is highlighted and brought back on the last Saturday of April.
There is a priority to 'patent' and sponsor the event called "Atenas Sings and Narrates" (Atenas Canta y Cuenta).
The investigation and documention of Atenas' history and events is a work in process.
The planting of 'toronja' (a type of grapefruit native to the region) is encouraged to enable inhabitants to continue the tradition of 'toronja rellena' popular with visitors.
The community of Atenienses who live outside the county and are invited to participate in the community and its activities, sharing the talents that have distinguished them.

The sustainability of future generations is our basic concern in this area.
Cooperating in the divulging of the BLUE ECOLOGICAL FLAG FOR NON-COASTAL AREAS PROGRAM.
Strengthening pro-environment actions during the Climate ExpoFair in April.
Participation in community-municipality issues, such as
Zoning Plan
COLOSEVI (Local commission on highway safety)
Junta Vial Cantonal (County commission on highway safety)
Sponsoring and scheduling conferences, seminars and forums with subjects of interest to our members. One recent example was the Conference with the candidates for Mayor of Atenas
Proactivity in the protection of the cultural and environmental patrimony of Atenas.
Fortifying Reforestation with native species programs.
Completing the second part of the EARTH CHARTER FOR ATENAS, in conjunction with the Earth Concil of the United Nations.
TRAINING OPPORTUNITIES
To connect groups, ministries and others with the community to encourage learning and employment opportunities.
To inform and monitor local and regional projects of interest to the community . To serve as a link to the PANACA Project (located in San Mateo) and the Municipality of Atenas.
To follow up progress on the Mega-Project "La Troika", Geriatric Hotel.
To be a connection for the community and the National Institute for Learning (INA).
In the first half of 2007, the courses given by INA in coordination with CATUCA are:
1. Making organic fertilizer
2. Etiquette and protocol for the culinary sector
3. Organizing, decorating and serving for special events
INA has to assign teachers and dates for courses in Basic and Advanced English; The method for constructing a butterfly farm and a Bird-watching/naming course (useful for tour guides).
The person in charge of the coordination of these courses is our member, Angela Alas.
DIVULGATION OF COUNTY
To inform the press, radio and national and international television about the strengths and activities of CATUCA and its members.
To make available for university and para-university students (and others) accurate and current information regarding the county and CATUCA.
To improve the signs in the county, distinguishing prominent people and places in the community and surrounding areas.
Cooperating with Atenienses who go abroad on scholarship or cultural exchange in the representation of the country and the county by providing them with materials or information to share.
Creating a web page (www.atenascatuca.com)
Offering the visitor and resident postcards with local landscaping and themes.
Having souvenirs available such as cloth bags, bookmarks, and maps with scenes and themes of our region.
Making the brochure "Atenas, much more than the best climate"
Investigating and encouraging the coining of phrases alluding to Atenas, such as: Atenas, much more than the best climate" and "Atenas will warm your heart."
Strengthening the Climate ExpoFair Program.
Interfacing with Regional Cultural Directories, The National Dance Company and others such as Embassies and Ministries so that the county can host activities which these organizations coordinate and thus enable our community to be promoted positively.
Cooperating with the Municipality of Atenas in projects and programs that fortify the sector.
